Recently appointed Samoa Law Reform Commission Executive Director, Ms. Leilani Tuala-Warren, spent two weeks with the BCLI in March 2009 as part of her fact-finding visit to Canada. The new Samoa Law Reform Commission was set up in November 2008 and Ms. Tuala-Warren was invited to spend some time with the BCLI to observe how we operate and carry out our law reform projects in British Columbia.  During her time at the Institute, Ms. Tuala-Warren was also able to attend the Federation of Law Reform Agencies of Canada Conference in Victoria, hosted by the BCLI.

Ms. Tuala-Warren also spent some time with the Alberta Law Reform Institute during her visit before heading back to Samoa to begin work on a number of law reform projects. One of the first areas of law reform that Ms. Tuala-Warren will be dealing with relates to a review of the criminal law legislation in Samoa.

Commenting on her time with the BCLI, Ms. Tuala-Warren said: "I am very grateful to all of the staff at the Institute for the help and advice they have given me. I have learned a great deal and have no doubt that the experience will prove invaluable to the success of the Samoa Law Reform Commission."

The BCLI was pleased to be able to present to Ms. Tuala-Warren several Canadian legal textbooks as a gift towards the establishment of a library at the Samoa Law Reform Commission. A number of other initiatives are also planned to provide future support for the Commission in Samoa.

The American Bar Association's Section of Business Law is holding its spring meeting in Vancouver from 16 April 2009-18 April 2009. The meeting will feature over 70 continuing legal education programs. One of these programs will include BCLI director Arthur Close, Q.C., and BCLI staff lawyer Kevin Zakreski. They will be participating in a panel discussion entitled "Developing Uniform Unincorporated Nonprofit Law Across North America-Uniform Acts in Four Parts." The panel will also include members of the working group for the Joint Project to Create a Harmonized Legal Framework for Unincorporated Nonprofit Associations in North America from Quebec and the United States.

Again this year, we will host the 4th annual Canadian Conference on Elder Law, which brings together professionals and experts in elder law from North America, Europe, Africa, Asia, and Australasia.

BCLI will host the 2009 FOLRAC Symposium, a meeting of law reform agencies, law foundations, and government ministries in Victoria, BC, Canada, March 8 – 11, 2009. The Symposium will, among other things, explore opportunities for development of law reform projects with multi-jurisdictional impacts.

The International Law Reform Group (ILRG) in conjunction with the Uniform Law Conference of Canada and law reform agencies in the United States and Mexico has completed the first-ever cooperative Canadian/American/Mexican law reform project with our group completing the Canadian common law segment of the law reform project.

Kevin Zakreski presented the Canadian common law Report to the annual conference of the Uniform Law Conference of Canada in Quebec City in August 2008.

In July 2008, as part of the Western Canada Law Reform Agencies consortium, we have completed and published a law reform project and report entitled Enduring Powers of Attorney: Areas for Reform.
