BCLI Call for Proposals: New Law Reform Projects

Overview

The British Columbia Law Institute (BCLI) is seeking proposals for new law reform projects! For over 25 years, our publications have contributed to improving the law, increasing access to justice, and developing just and innovative solutions for British Columbia. This is a unique opportunity for individuals and organizations to connect with BC’s independent law reform agency to develop principled and rigorous recommendations on important legal issues.

Improving laws in BC requires listening to the voices of those directly affected by the law—inside and outside the legal community. We welcome your input and encourage you to get involved with BCLI.

Who Can Submit a Proposal?

Any person or organization residing in British Columbia can submit a proposal. This includes legal professionals, legal organizations, NGOs, governments, academics, and members of the public.

What Kinds of Projects Does BCLI Consider?

We seek to develop projects that will clarify, simplify and improve the law; increase access to justice; or improve the administration of justice and respect for the rule of law. In addition, proposals should satisfy at least one of these criteria:

  • Address concern regarding the operation of a statute or an aspect of the common law, or issues related to the implementation of legal pluralism and the recognition of Indigenous legal orders;
  • Address a new or emerging legal issue; or
  • Generate legal research to assist another organization.

Proposal Submission Guidelines

Proposals submitted should address the following issues and questions:

1. Tell us about yourself and/or your organization, including:

  • Applicant name and contact information
  • Organization description and mandate

2. Please provide a description of your proposed law reform project, including:

  • A summary description of the proposed project
  • What area of law, statutes or legal issue will be addressed?

3. Why is this project timely and relevant?

  • Why is this an important law reform project?
  • Who is affected by this area of law/legal issue?
  • Is this area of law or legal issue controversial? If so, why?
  • Why does the law need to change?
  • Who are the potential stakeholders in this project?

4. Do you know if there are studies, reports or law reform initiatives in this area?

5. Who supports this project?

  • Can you provide letters of support from individuals or organizations knowledgeable about the issues addressed in your proposal?
  • Are there potential partners who would be willing to work with the BCLI on the project?
  • Who are the legal experts, academics, NGOs or others who might want to be involved?
  • Are there opportunities for external support, either financial or in kind?

Does BCLI Partner With Other Organizations on Projects?

We regularly rely on legal professionals and experts to help us with our work. We are open to partnerships; please contact us in advance to discuss your idea if you are interested in a partnership.

Does BCLI Provide Project Funding?

BCLI is not a funding organization. We do not provide project funding for other organizations.

Proposals should be submitted to [email protected]. Please ensure that your proposal does not exceed 10 pages, including attachments. Deadline: April 17, 2026. New projects are expected to commence in late 2026. We encourage individuals and organizations to contact BCLI at [email protected] with any questions on their proposals or comments on the process.
